Quantum Computing, Human Cognition & the Collapse of Verification

There is further refinement that should now be made explicit: verification does not fail in only one way; it fails in three. The first is Foreclosure, where the routes close and no signal returns — this is the collapse described above. The second is Corruption, where the route remains open but returns a systematically distorted signal, as when a system optimized to please returns agreement in place of truth and the human calibrates to a flattering lie. The third is Deception, where the route remains open and returns a confident false pass, certifying as sound something that is not. Foreclosure is the failure that tells you the truth about itself: a military commander and a logistics executive both know they cannot re-derive the result, and the honest absence of a signal at least announces its own absence. Deception announces nothing. The check runs green, and the thing is red, and the decision-maker proceeds with confidence fully intact. What the quantum case removes is the independent route by which such a false pass might have been caught, leaving a result that is unfalsifiable at the speed the decision demands.

THE THIRD FACULTY - ATTENTION

Trust fails forward; understanding fails at the moment of acting. The third faculty is the one that bears what the first two leave behind. When verification can no longer be performed, the human attention that verification once organized does not simply free itself for better uses. It goes to one of two places; both are documented and corrosive.

The first is Atrophy, in which a person shifts from performing a task to supervising a system that performs it, and the faculties that the task once exercised begin to decay. This is the out-of-the-loop performance problem, among the best-established findings in human factors: operators of automated systems suffer a measurable loss of situation awareness and manual skill, arising from the shift from active to passive information processing, that leaves them handicapped in their ability to take over when the automation fails (Endsley & Kiris, 1995; Parasuraman, Molloy & Singh, 1993). The capacity to verify is itself such a skill.

Exercise it rarely — because the system is fast, opaque, and usually right — and it wastes away, so that on the rare occasions when verification is possible and necessary, humans can no longer do so reliably.

The second destination is worse because it masquerades as diligence. It is entrapment: attention consumed by the effort to monitor a process the operator can no longer truly verify. The vigilance literature, beginning with Mackworth’s wartime radar studies, has established that maintaining attention on a low-event, high- stakes display is among the most cognitively depleting activities a person can engage in. The vigilance decrement sets in within minutes, and the effort exacts measurable physiological and psychological cost (Mackworth, 1948; Warm, Parasuraman & Matthews, 2008). The operator who cannot verify but cannot look away is trapped in exactly this state: spending the brain’s most expensive cognitive resource on a watch that, by the structure of the situation, cannot accomplish what watching is for.

The two failure modes combine into a trap with no exit, and the trap’s hinge closes the loop back to trust. As an automated system grows more reliable, human operators reduce their monitoring, an empirically documented phenomenon known as automation complacency (Parasuraman & Manzey, 2010). The more the system earns trust, the less attention it receives; the less attention it receives, the more atrophied the verifying faculty becomes; and the more atrophied that faculty, the less any residual attention can be accomplished, even when it is paid. Verification collapse thus does not merely remove a procedure. It sets up a self-reinforcing decline in the very faculty that might have detected its consequences, attention drawn down precisely as, and precisely because, the system seems most worthy of trust.

The Finding: The End of Knowing 

Every form of human expertise that has ever existed was built by a single loop: act, observe the result, learn, correct, and the loop requires that you find out whether you were right. The surgeon improves because patients either live or die, and it is observable. Verification collapse severs that loop. When you cannot re- derive the decision, cannot check it against constraints, and cannot observe its counterfactual outcome, you do not merely lose confidence in a single choice; you lose the ability to learn from it. Multiply that across a generation of consequential decisions made inside collapsed verification, and you arrive at the genuinely new thing. The three faculties do not fail independently; they fail as one system, and the loop that once repaired them is the very thing that has been severed.

The true finding of this theoretical exploration of a coming reality is not that machines have become powerful, but that in becoming powerful, they have quietly withdrawn the thing that let human beings know whether they were right, and that we are the first generation asked to act, consequently and irreversibly, without it, and the results will alter our navigation of the world. And so the deepest question the quantum era poses is not technical; rather, it is whether a civilization can remain wise and keep improving its judgment once it can no longer tell whether its judgments were good. 

The faculties this paper has traced, Trust, Understanding, and Attention, are not abstractions; they are the measurable cognitive substrate on which the brain makes its never-ending series of predictions that enable us to navigate a supremely complex and evolving world. The case for building instruments that can detect their erosion begins precisely here. We do not yet know the answer. We are, all of us, already living inside
the experiment.
